Law 13.364, sanctioned on November 29, 2016, and subsequently amended by Law 13.873/2019 (which introduced “lasso” among other cultural and artistic expressions), aims to regulate and promote activities like “rodeo,” “vaquejada” (a form of working cow horse), and “lasso” as integral parts of Brazilian cultural heritage. Article 3 outlines the specific activities that fall under the umbrella of cultural and artistic expressions, encompassing diverse events like rodeo riding, roping events, cutting, bulldogging, reining events, barrel racing, team penning, work penning events, calf roping, and other related sports and cultural manifestations, detailed in Subjection VIII, Article 3, and Article 3-A.
Article 3-B stipulates that these event-specific regulations must be established by recognized entities and associations exclusively. Further clauses emphasize the importance of these regulations ensuring animal welfare and imposing penalties for non-compliance. The law mandates specific safeguards for animals participating in these events, including provisions for water, food, rest areas, and injury/disease prevention through proper tools, veterinary assistance, and tail protection.
